Chapter 550: Chapter 507 Adjustment of Provincial Committee Structure_1
The words of Prime Minister Yun Bo caused Nie Zhenbang to fall into deep thought at this time. If Prime Minister Yun Bo had specifically summoned him to discuss this matter, it would certainly not be just for the sake of explaining it to him. Given Prime Minister Yun Bo’s status and identity, even when the old master was alive, Nie Zhenbang wouldn’t have the privilege to have the Prime Minister personally explain such matters to him – at most, the Prime Minister would explain it to the old master.
In this regard, the deep meaning behind Prime Minister Yun Bo’s actions becomes a matter for careful consideration. Just now, Prime Minister Yun Bo had conveyed several things through his words: first, WangHai city would have to be temporarily quiet for a while; and second, if you want any policies, you can only seek them from the next government. This means that Nie Zhenbang needs to establish good relations with Vice Chairman Shen and Vice Premier Leng Yunfei.
Additionally, the Prime Minister may be using this opportunity to evaluate Nie Zhenbang. At this point, he is merely an executive deputy mayor in charge of the economy. However, the person directly in charge of the overall work of the municipal government should be the mayor. These words should really be addressed to the mayor. Does this mean the Prime Minister is considering assigning him as the mayor of the Wanghai City Government? This is worth considering.
Given these factors, even in the face of utmost difficulty, he should not shirk his responsibilities; he must demonstrate strong self-confidence and spirit.
Indeed, after Nie Zhenbang spoke as such, Prime Minister Yun Bo continuously nodded his head and smiled, saying, “Good, I like to see your confident attitude. Young people should have the courage and impact typical of their age. Taizu once said in ‘The Foolish Old Man Moves the Mountain’ that unwavering determination, fearless sacrifice, and overcoming all obstacles lead to victory. Today, we are in a peaceful and prosperous era and no longer require sacrifices involving deaths. However, this spirit must not be lost.”
After a pause, Prime Minister Yun Bo continued the previous topic and further said, “Sun Yat-sen, the father of our nation, once said, ‘As we have taken it upon ourselves to be responsible for China’s reform and development, even if the rocks rot and the sea dries up, as long as we live and this heart beats, we shall not lose hope in the face of failure, nor shall we retreat in the face of difficulty. We must focus our spirits, push forward with determination, adjust to the tide of the world’s progress, conform to the natural law of the wicked perishing and the good flourishing, and there will eventually come a day of ultimate success. Zhenbang, we must continue to strive hard.”Nôv(el)B\\jnn
Nie Zhenbang also nodded and said, “Prime Minister, please rest assured that Zhenbang will never forget. Our Huaxia, with its grand civilization of 5,000 years, has always been the center of the world. Today, Huaxia, having endured pain and adversity, will definitely rise again among the nations of the world.”

March 19
The Ninth National People’s Congress formally concluded. The closing ceremony was presided over by Guo Yuchun, executive chairman of the congress and chairman of the National People’s Congress. There were 2962 designated representatives and 2913 actual attendees, constituting the effective number stipulated by the constitution.
The conference voted on draft resolutions concerning the government work report; the implementation status of the 1999 national economic and social development plan and the 2000 national economic and social development plan; the status of the 1999 central and local budget implementation and the 2000 central and local budget; the amended draft decision of the Criminal Procedure Law of the People’s Republic of China; the draft resolution on the working report of the Standing Committee of the National People’s Congress; the draft resolution on the working report of the Supreme People’s Court; and the draft resolution on the working report of the Supreme People’s Procuratorate.
Following this, Guo Yuchun gave a summary of the conference. After highly praising the meeting and collectively singing the national anthem, Guo Yuchun, chairman of the National People’s Congress, formally announced the conclusion of the Ninth National People’s Congress.
After the conference concluded, Nie Zhenbang did not return to Minnan with the provincial delegation. Instead, he took a leave of absence to stay in Jingcheng as Anna and Dong Wan’s due date was in the next two days. As a man, he naturally had to stay by their side during this crucial moment.
The next morning, Nie Zhenbang accompanied Dong Wan and Anna to the military general hospital for the final prenatal checkup.
Just as they arrived at the hospital, Nie Zhenbang’s phone rang, causing Anna to grumble. Xiao Yali and Li Lixue, who were accompanying them, gave Nie Zhenbang a stern look.
Nie Zhenbang was a bit embarrassed, not knowing whether to answer or ignore the call. Finally, Dong Wan said, “Alright, alright, look at how flustered you are. Go answer your call. With Li Xue and second sister here, what’s there to worry about?”
As soon as he answered the call, the voice of his elder brother, Nie Jialei, came through from the other end, “Third brother, there’s been an adjustment in the team of Minnan province.”
The leadership change in Minnan Province came as a surprise to Nie Zhenbang. He was aware that central government planned on adjusting the leadership in the Province. Yet, he did not expect the response to occur in such a short time. From the looks of it, the change had probably been brewing during the two conferences.
“Younger Brother, it seems like you’re in for a promotion. This morning, the Minister of the Central Organization Department, Yu Shengdong, rushed to Minzhou and held a provincial leadership meeting in the Minnan Provincial Committee hall. They announced a bundle of resolutions. Jia Minfu is moving to the Central Committee for Discipline Inspection as the Deputy Secretary. He’s excused from his current post as the Deputy Secretary of the Minnan Provincial Committee. The request for Jia Minfu to resign from the position of Governor of Minnan Province has been sent to the Standing Committee of Minnan Provincial People’s Congress. The Deputy Secretary of the Provincial Committee, Qiao Yiren, is nominated as the Vice-Governor, acting as the Governor. Further, with the central government’s approval, Wang Yaguang has been transferred to Minnan Provincial Committee as a member, Standing Committee member, and Secretary-General. The Secretary of Minzhou Municipal Party Committee who is also a Standing Committee Member of the Provincial Committee has been moved to hold the respective positions in Wanghai. The previous Provincial Committee Secretary-General, Yang Jiye, has become the Secretary of Minzhou Municipal Party Committee.”
Nie Zhenbang had a clear understanding of these changes. Jia Minfu, emerging as a powerful force in the next session, had joined the Standing Committee. According to the rumors, Jia Minfu had been guided by Elder Nan, which seemed to line up with current circumstances. As for Qiao Yiren being elected the governor, there was no doubt of that happening due to his relationship with Secretary General Yuan. This was a normal step in promoting the future core leadership.
However, what really took Nie Zhenbang by surprise was the central government’s adjustment of the leadership in Wanghai City. This was entirely beyond his expectations.
Originally, he thought that Wang Yaguang would become Party Secretary of Wanghai City and an alternate member of the Central Committee as he desired. But it seemed that there was dissatisfaction with Wang Yaguang’s inactivity in Wanghai, which was evident when he was transferred to Minnan Provincial Committee as the Secretary-General. Now with Chen Renqing, the Secretary of the Minnan Provincial Committee set to retire, Wang Yaguang’s position in the Provincial Committee seemed to be awkward.
On the other hand, this translated to a promotion for Yang Jiye. Although the posts of Secretary-General of the Provincial Committee office and Secretary of Minzhou Municipal Party Committee were both Standing Committee positions, the latter carried more weight in the party. Therefore, this was indeed a promotion.
Similarly, Li Taishi’s transfer to Wanghai City seemed merely like a lateral move. Both Minzhou and Wanghai City party secretaries were Standing Committee members and held vice-ministerial positions. However, one distinction was that the party secretary of Wanghai City was also a Central Committee alternate member, a title the latter did not hold. This was a step up.
Nie Zhenbang didn’t know much about Li Taishi, only that he kept a low profile during his tenure as Minzhou’s Party Secretary.
However, with his years of experience, Nie Zhenbang knew too well that being “low-profile” was relative and could vary depending on the person.
After a moment of silence, Nie Zhenbang said with a solemn tone, “Elder Brother, it’s not set in stone. The central government’s adjustments may seem drastic, but there hasn’t been much change really. In my opinion, nothing will be certain until the Yuhai case is concluded. However, it is our turn, little brother. Our uncle has successfully joined the circle. The Nie family’s future, for the time being, is secure. We’ll have to shoulder the burden in the future.”
Nie Zhenbang’s words made Nie Jialei nod in approval. “Indeed, the road ahead is long. You go ahead with your work, I won’t bother you further.”
The political fluctuations in Minnan Province had no significant impact on Nie Zhenbang for the time being. Two days later, Yang Anna went into labour. Fortunately, she had already been admitted to the General Military Hospital ahead of time. By four in the afternoon, she successfully gave birth to a baby girl. This was the third girl in the fourth generation of the Nie family. Although Anna was in tears, the head of the Yang family was thrilled. Anna was the apple of his eye in the Yang family. Having a granddaughter who gave birth to a great-granddaughter added to his joy. He happily named the baby Nie Panpan on the spot.
At one in the morning the same day, in the operation room of the General Military Hospital, Dong Wan had a boy through a C-section. On hearing the news, Dong’s old man rushed over from the West Mountain.
The old lady rushed down from her home as soon as she heard the news despite being late at night. She held Dong Wan’s hands, expressed her concern, and looked really happy. After all, this was the first male heir of the Nie Family.
Originally, according to Mr. Dong’s wishes, the child was supposed to have the Dong family name. He had already been irate about his princess being someone’s mistress. Having a child out of wedlock without the Nie family’s acknowledgment was a bigger insult. Mr. Dong’s plan was simple, if the Nie family refused to acknowledge the child, he would be raised as the rightful son of the Dong family.
However, under these circumstances, Mr. Dong also compromised. Eventually, the Old Lady named the baby Nie Zhiping herself. The name signified the ambition of self-improvement, achieving family harmony, governing the country, and bringing peace to the world, indicating the Nie family’s expectations of the child.
After resting for three more days in Jingcheng in addition to the half-month during the two sessions, Nie Zhenbang had now been in Jingcheng for nearly 20 days. Currently, he couldn’t wait any longer. The task force in Wanghai was not yet disbanded and he needed to oversee the work in Wanghai City. (To be continued. If you wish to read more, please visit .
